Across Africa, governments are transitioning from cash to accrual-based accounting to provide a more reliable picture of public finances, strengthen long-term fiscal management, support better policy formulation, and improve stewardship of public assets, liabilities, and service delivery commitments. The African Association of Accountants General (AAAG) commends Kenya and the Office of the Accountant General for taking this strategic step toward adopting the International Public Sector Accounting Standards (IPSAS) as part of strengthening public financial management and fiscal transparency. IPSAS adoption represents a transformational reform that will enhance accountability, comparability, and decision-usefulness of government financial reports. Recognising the central role of capacity building in ensuring successful implementation, AAAG proposes to deliver a 4-day, practical, hands-on training program for staff involved in the transition process. It will combine targeted technical sessions with facilitated problem-solving using Kenya-specific implementation issues, with particular attention to opening balances, asset identification and valuation, liabilities, systems integration and audit readiness. The workshop will culminate in a jointly developed Implementation Action Matrix for follow-up by the Secretariat and the National Implementing Committees.
